Paul LaCiura, PE

Paul is a California registered Engineer in his home state of California. He is also registered in the state of Washington, Alaska, Colorado and Texas. Before graduating from Cal Poly Pomona’s Civil Engineering program, Paul worked on a series of nuclear reactor sites for the Tennessee Valley Authority, working as a structural design engineer. While Paul was in the masters degree program at Cal Poly, he was offered a job (by one of his teachers) working in the Ballistic Missiles office at Norton Airforce Base in San Bernardino; where he was a member of the technical staff working in the peacekeeper missile program.

Next, Paul started a small engineering firm (specializing in military and defense related projects) in Ventura, California for seven years. After which he worked for Parsons Brinkerhoff in San Francisco, California. He stayed in the Bay Area for 10 years working on large projects like new San Francisco main jail in San Bruno and the Bloomingdales project on Market Street.

Paul has been an independent consultant to the cellular telephone industry for many years, with communications tower design as one of his specialties and interests. His other specialties include the application of Low Impact Design and site sustainability for new construction projects.

Paul has been a student of railroad transportation history for many years, and continues to be involved with railroad restoration projects on both a consulting and pro-bono basis for several railroad museums. Paul is the engineer of record for the Niles Station reconstruction project in Fremont, California; and continues to assist in efforts to restore the Bayshore Yard roundhouse in Brisbane, California. Paul and his wife Nahid reside in Glendale, California.

Nahid has extensive experience in preparing and processing tract maps and parcel maps, street vacations and dedications, Lot line adjustments and condo plans. She is also well versed in the entitlement process for residential and commercial developments.

Since 2007, Nahid has managed the subdivision component of prestigious development projects in the greater Los Angeles area.

Nahid’s in-depth understanding of subdivision mapping and the entitlement process provides a solid basis for her ongoing services. She possesses strong interpersonal skills and an ability to work effectively with private developers and City staff. Nahid is very capable in the interpretation and methods of compliance with government codes, policies and regulations.
